Trust is a terrible strategy when it comes to nuclear material. You can have all the diplomatic breakthroughs and handshake agreements in the world, but if nobody can actually look inside the centrifuges, those agreements mean absolutely nothing.
That is the exact reality hanging over the recent preliminary peace deal between Washington and Tehran.
Right now, the United States and Iran are locked in a tense 60-day window of negotiations aimed at ending their recent conflict. It sounds like progress. On paper, it is. But as the ink dries on their memorandum of understanding, a massive roadblock has emerged. Iran claims its nuclear intentions are purely peaceful, but the United Nations atomic watchdog is not buying the honor system.
Speaking from Tokyo, Rafael Grossi, the chief of the International Atomic Energy Agency (IAEA), laid it out clearly. Intentions are not enough. We must have a very strong verification system in place as soon as is practicable.
The 440 Kilogram Question
To understand why the UN is so alarmed, you have to look at the numbers. Before the full-scale conflict erupted, the IAEA estimated that Iran possessed roughly 440 kilograms (970 pounds) of uranium enriched to 60% purity.
That number matters because it is a stone's throw away from weapons-grade material.
To build a nuclear warhead, you need uranium enriched to around 90%. Getting uranium from its natural state up to 20% is the hardest part. Getting it from 20% to 60% takes even less effort. Moving from 60% to 90% is technically a breeze. That 440-kilogram stockpile is essentially sitting on the absolute edge of becoming a weapons program.
The problem is that international inspectors have not actually seen this material in person for nearly a year.
Following a wave of military strikes back in July, Iran's parliament passed a law that completely severed cooperation with the IAEA. Inspectors were locked out. Seals went unverified. Cameras were turned off or blocked. For twelve months, the world has been guessing.
The Mystery of the Isfahan Facility
Under the terms of the new tentative agreement between the US and Iran, this massive stockpile is supposed to be dealt with. The current plan outlines a process called downblending, which means diluting the highly enriched uranium back down to lower, non-weapons-grade levels.
There is a huge catch. The stockpile was last known to be stored near the Isfahan nuclear complex.
Isfahan was heavily bombed during the conflict. The physical state of the facility is a massive question mark, and the Iranian government has thrown up another wall. Tehran's deputy foreign minister, Kazem Gharibabadi, publicly stated that Iran has no immediate plans to grant UN inspectors access to sites that were hit by military strikes.
This creates a bizarre, dangerous paradox. The peace deal says the uranium must be diluted under IAEA supervision. Yet, Iran says inspectors cannot go to the facility where the uranium is kept.
Grossi is pushing back hard against this stance. He notes that if there is an agreement, then to comply with that agreement, the IAEA must have access. It is not optional.
If downblending at Isfahan is physically impossible due to bomb damage or Iranian resistance, Grossi suggested a backup plan: shipping the entire 440-kilogram stockpile completely out of Iran. While shipping highly enriched uranium across borders is a logistical and security nightmare, it might be the only way to save the peace deal from collapsing before the 60-day clock runs out.
What Inspectors Must Do First
If and when UN inspectors manage to get their boots on the ground in Iran, they will not just walk in and start counting barrels. The initial phase of this mission is entirely about forensic verification.
The first priority is checking the physical integrity of the IAEA seals that were left on containers before the lockout. If those seals are broken, it means the material was moved or altered during the war.
Inspectors will also have to reconstruct months of missing data. Modern enrichment facilities use advanced monitoring systems that log enrichment levels automatically. Inspectors must retrieve these logs, cross-reference them with physical samples, and ensure that no material was diverted to secret underground locations while the world was distracted by open warfare.
This is a massive uphill battle. Tehran's nuclear program has spent years developing deep underground facilities designed to withstand both bunker-buster bombs and international scrutiny.
The Long Failure of Voluntary Compliance
History shows us that voluntary compliance in international nuclear politics is a myth. The defunct 2015 nuclear deal fell apart not just because of shifting political winds in Washington, but because a system built on shifting political goodwill is inherently unstable.
When inspections are treated as a bargaining chip rather than an absolute prerequisite, security evaporates. Iran's recent decision to block access to bombed facilities is a classic play from a long-established playbook. By keeping the true state of its stockpile hidden, Tehran maintains leverage in its broader negotiations with the US over sanctions relief.
But using nuclear ambiguity as leverage is a high-stakes gamble that could easily backfire. If the IAEA cannot verify that the 440 kilograms of uranium are secure and accounted for, the preliminary peace deal will become a dead letter. Washington will face intense pressure from regional allies to abandon talks, and the risk of the conflict reigniting will surge.

The success of the current diplomatic push hinges entirely on what happens over the next few weeks. Watch these critical markers to see if this peace deal has a real chance of survival.
