  1. Mandate Strict Land-Use Policies: Governments must ban permanent construction within high-risk flood channels and active debris corridors, regardless of commercial pressure.
  2. Upgrade Hazard Monitoring: Early warning systems need to integrate satellite telemetry, ground-movement sensors, and seismic monitors for ice avalanches, rather than relying solely on rain gauges.
  3. Flip Environmental Assessments: Require rigorous hazard impact testing on all existing and proposed infrastructure to map out worst-case water surges.

Mountain regions are shifting under our feet. If we refuse to adapt our planning to reality, the next flood won't just take buildings—it will take entire communities.
