On one hand, Indonesia wants to ditch coal, hit net-zero emissions, and crank out up to 44 gigawatts of nuclear capacity by 2060. On the other hand, it's sitting squarely on the Pacific Ring of Fire—one of the most seismically volatile zones on the planet.
The government is pushing ahead anyway. Officials plan to commission the archipelago's very first nuclear power facility between 2032 and 2034, starting with small modular reactors. Candidate locations include remote spots like Semesak Island in West Kalimantan and parts of Sumatra. While policymakers argue this is a vital step for energy security, the plan has predictably reignited fierce safety debates.
The Seismic Reality No One Wants to Ignore
Building a nuclear reactor in a country that shakes, rattles, and rolls on a weekly basis makes a lot of people sweat. Memories of the 2011 Fukushima disaster run deep across Asia. That catastrophe forced Jakarta to shelve its nuclear ambitions for over a decade, relegating atomic energy to a policy afterthought.
Now, the tone has flipped. Energy planners treat nuclear power as a strategic necessity rather than a last resort. But geologists and safety advocates point out an uncomfortable truth. Indonesia keeps discovering new active fault lines across its islands. Critics argue that no matter how advanced modern reactor engineering claims to be, putting heavy atomic infrastructure in a region prone to earthquakes and volcanic eruptions carries inherent, catastrophic risks.
Public Support Hides Deep Knowledge Gaps

Polling data shows that while people support the idea of clean power, many admit they don't actually understand how nuclear facilities work or what safety protocols entail. Supporters see cheap, stable electricity for industrial hubs and potential exports to neighboring countries. Skeptics worry that communities near proposed sites like Bangka Belitung or West Kalimantan are being rushed into hosting dangerous infrastructure without adequate public consultation.
Small Modular Reactors and Foreign Suitors
To mitigate risk, state-owned utility PLN and national energy councils are eyeing small modular reactors. These factory-built units are praised for flexibility and quicker assembly times compared to old-school mega-plants.
Global powers have also noticed. International players like Russia's Rosatom have actively courted Indonesian leadership, offering technical backing and reactor designs. Yet, critical institutional pieces remain missing. Local experts note that Indonesia still needs to fully establish an independent nuclear energy program implementation organization, sort out regulatory frameworks, and map out strict safety accountability.
If Indonesia wants to pull this off without triggering a public relations or environmental disaster, the government has to move past administrative optimism. Real transparency and rigorous site vetting are the only ways to prove that the next generation of reactors won't become a ticking clock.
